GuideOrchestrator class
Holds the active guide (one at a time), mirroring the Android
GuideOrchestrator and the Flutter SurveyOrchestrator. Step progression
(current index, next/prev) lives in the renderer's overlay session; this
only tracks which guide, if any, is on screen.
