attachProviderQueueQuotaFeed method

Future<void> attachProviderQueueQuotaFeed()

Rebinds a boot-built queue runtime with the live quota feed (issue #823): the boot constructs the runtime before the CLI — and therefore before the service — exists. No-op without a queue, so legacy boots stay byte-identical.
