NativeHeapUsage class

C heap accounting: what the allocator holds vs what is actually live.

A growing arenaBytes with a flat inUseBytes is allocator residency or fragmentation, not a leak. All fields are 0 where the platform allocator has no equivalent (currently: everything but glibc ≥ 2.33).
