ScenarioNetworkRefusal class
The exception a request gets when the network is ScenarioNetwork.off and nothing stated an answer.
Thrown rather than answered with a 400, because a 400 is a thing a server said and this is not — an app that retries on 4xx would retry this, under fake time, forever. And named rather than silent: a blank avatar with no explanation is the state this whole feature exists to end.
