void resetScenarioNetworkNotices()

Forgets which scenarios have already been warned about their network.

Said once per scenario, but "once" has to mean once per run. The harness keeps a guest warm across many requests, so without this a suite re-run in the same process is silent about a mis-wiring it reported the first time — and the first time is the run nobody was reading. The bare flutter test lane never calls it and never needs to: that process runs one suite.
