ValidationDelta class

The answer one comparison produced: which named test failures are the BRANCH'S (a gate) and which the base already had (a note).

Creates the delta. The base diagnostics default to a passing base, so a construction that predates them is unchanged.

Whether the base run was answered from the (base sha, plan digest, host) cache rather than re-run.

Whether the merge-base run COMPLETED non-zero without naming a failing test — an acceptance probe for a feature the base does not have yet, or a base that cannot build. It contributes NO regression evidence (power_station#acceptance-probe-base-failure-is-no-regression-evidence): its failure set is empty, so the branch result alone decides.
