requestNotificationPolicyAccess method
Requests access to notification policy.
Returns whether the permission was granted.
This is required for channels that bypass DnD settings. Any attempt at
creating a notification channel with bypassDnd: true before access is
granted will print a warning and create the channel without setting
bypassDnd.
On Android versions before API level 23, this is a no-op and returns false.
