Iso15693CommandConfiguration class

How stubbornly CoreNFC should chase a command the tag did not answer.

Only Iso15693.readMultipleBlocksWithConfiguration and Iso15693.customCommandWithConfiguration accept one; there is no general form. It buys retries that stay inside the reader session, where the alternative -- retrying from Dart -- pays a platform round trip per attempt, and a tag held against a phone by hand is often gone before the second one lands.
