lazyLoadTabs property

Whether tabs are mounted lazily.

When false (the default) every tab's Navigator and page is mounted on the hub's first frame, so each tab's init() runs immediately.

When true, a tab's Navigator and page are not mounted until the tab is first selected. Once mounted the tab stays alive exactly as it does today (its state is kept while maintainState is true). Only applies to the bottom and top navigation layouts; a journey layout already only mounts the current step.
