A sample passed on from somewhere else: the clock field holds the time its origin stamped it with, not when this sender sent it, and reading it needs the stream's ClockChain as well as the sender's offset.

A separate kind rather than a convention, so a receiver that has not been told the chain yet knows the transit time is unknown instead of computing one from the wrong clock.
