PromotionOutcome enum

Why a promotion attempt ended the way it did (§8.9.3).

Collapsing these into "no identity" would leave a document unable to tell "you declined, try again" from "this host cannot sign you in" — the same distinction every established credential API preserves.

Values

The principal changed.

declined → const PromotionOutcome

The viewer was asked and said no. Offering again is reasonable.

unavailable → const PromotionOutcome

This host cannot identify anyone here. Offering again is not.

failed → const PromotionOutcome

The attempt broke. The reason stays with the host; the document is told only that it failed, since a failure message is the host's to phrase.
